I'm truly afraid to ask why someone would want to put baby powder on a ball python out of fear of what the answer will be.

 haha no harm to any babies.
I just read about that Cambodian boy who pampers his Burmese python with baby powder.
Was curious if it makes their skin feel better, maybe gives it a nice shine.

I would be concerned with breathing problems possibly resulting from the powder (ie you're not supposed to use on human infants due to it can clog their lungs and even infant human lungs are much much larger than full grown snake lungs).....try a nice luke warm bath instead

Thanks for putting it into perspective, I was starting to get a little "worried" if you know what I mean. 
I had no idea he used baby powder on the burm. Come to think of it, I have no idea why he uses baby powder on the burm. I truly can't think of any reason why someone would apply baby powder to a snake. Any thoughts?
I'm going long here but perhaps it may be used as some type of bug/insect repellent? Dunno.

here's what WebMD says about powder (course it's refering to diapering babies but still, my snake is my baby so.....)
"Avoid corn starch, which yeast loves to eat, and talcum powder, which can cause trouble if inhaled into the lungs." (copied directly from WebMD)
if it's powder specially made for reptiles (ie to prevent mites etc) then it's most likely fine but please be careful......

That's just about THE weirdest thing I've ever heard.
I definitely agree that ANY powder could cause respiratory harm to a snake!! That's why many substrates, such as aspen, are chosen for their low-dust qualities (among others).
