well the only thing i can think of is that he has retained eyecaps from a shed but then they could use their heat pits and sense of smell

I would need some more info to help answer a little bit better.
Post some pics of your set-up and the set-up you are feeding in.
Are you feeding in a separate container or in the tank he stays in?
There could be multiple explanations for why he is missing. You may try feeding with tongs this may help with accuracy if it's dangling right in front of him.
Are you sure he's trying to eat it and it's not a scare tatic being used to kind of scare of the rat? Mine of struck at prey before and not eaten the prey or even struck the prey it was merely an attempt to say keep away from me.
If it continues you may seek the help of a vet. Bp's use there heat pits to sense food that's how they hunt at night and in the dark is by sensing the heat of the prey. Is there any retained shed left over on the eyes or by his heat pits as todd13 explained?

same tank, eyes are clear so i don't think its the eye caps, and i also use tongs and dangle it like a 1in in front of him yet he still misses. its more of a "i'm hungry" strike then a scare thing

Don't take this the wrong way, but are you jumping or flinching when he strikes? My biggest male scares the you know what out of me when he strikes and i've jumped before and he missed lol but on that note he struck again immediatley. My suggestion is try a time or two more and hopefully someone else has some suggestions on here, but if it continues I would seek a vet....
