My water never seems to stay warm. Would it be ok to put a small UTH under it at all times? What does everyone else do to keep their water bowl warm? What temp should it be? So many questions.

The only reason why you might consider warming the water bowl is to increase relative humidity in the tank. Other than that, there's really no reason to heat up the water. If you don't have a humidity problem, don't waster your time (and electricity) by heating the water bowl.

It seems like I am continually spraying the tank for humidity.

If you're using an acquarium, cover 2/3rd's of the top to help keep humidity in. The larger the tank, the greater the humidity problem if you don't have "long" tanks. IE. 20 or 30 gallon long. A large water bowl will also help with humidity. You can also try to obtain Cypress mulch as well.
